The Western Countries wanted the Greek War, which started on 17 April 1897 with the incitement of the Greeks in Crete in 1896 and the Greek landing soldiers on the island in 1897 to be stopped. On May 20, 1897, the Istanbul Agreement was made, but despite the war was won, a government consisting of Russia, Britain, France and Italy was established in Crete. After the proclamation of the II. Constitutional Monarchy (1908), the Crete Parliament announced that it had joined Greece.
